Dwayne B. Blake is a retired senior executive with over 37 years of progressive government contracting and corporate finance experience. His last position prior to retirement in 2021 was Corporate Vice President of Investor Relations at Huntington Ingalls Industries where he served as the primary interface between the investment community and the company, helping to educate institutional investors and research analysts on the company’s business strategy, operations and financial results. He also worked closely with the financial planning, communications and legal teams to analyze financial results, develop earnings announcements and prepared remarks, perform competitor and stock trading analyses, and ensure compliance with all SEC regulations. He previously served as HII’s corporate vice president, internal audit. Mr. Blake joined Newport News Shipbuilding in 1984 and held positions of increasing responsibility in engineering, treasury, business management, contracts and pricing and business planning.
Mr. Blake earned a Bachelor of Science Degree in Finance from Hampton University and an MBA from Old Dominion University.
Mr. Blake is very active in the community. In 2018, Gov. Ralph Northam appointed Mr. Blake to the Norfolk State University Board of Visitors and he was reappointed by Governor Glenn Youngkin in 2021. He also serves on the board of directors for Riverside Health System, Boys and Girls Clubs of the Virginia Peninsula, Habitat for Humanity Peninsula/Greater Williamsburg and the Hampton Roads Police Athletic League. In addition, he serves as Treasurer of his church, Sixth Mount Zion Baptist Temple in Hampton, VA. In recognition of his professional accomplishments and extensive community involvement, he was recognized as Role Model of the Year by the Virginia Peninsula chapter of 100 Black Men of America in 2015. He also is a member of the Hampton-Newport News Alumni Chapter of Kappa Alpha Psi Fraternity, Incorporated and the Beta Lambda Boule of Sigma Pi Phi Fraternity.
Mr. Blake and his wife, Vivian, have been married for over 30 years and reside in Hampton, Virginia. They have three children and one grandson.
